He wanted to modernize his state or in other word"westernize" it , but his ambition made him see that every thing made by western people will lead to flourishing .
Peter founded out that the europeans shave their beard and this is one of the causes of their Renaissance , so in 1698 he introduce a new type of taxes , THE BEARD TAXES , for whom will not shave his beard !!
Was the beard the cause of retardation of his nation ? i think no , but it was the magic of europe which made this great ruler to do this bizarre act that history always remember.
